In a medium heavy-bottomed saucepan, combine the coconut, sugar, and raisins and cook over medium-low heat, stirring until the sugar is melted. Remove from the heat and cool.
When the mixture is cool enough to handle, form it into balls about the size of a whole walnut and place them on a lightly oiled cookie sheet.
