Bring a large pot of water to a boil over high heat. Add the potatoes and cook until tender, about 20 minutes. Drain and cool. Pass the potatoes through a ricer or mash them well.
In a large mixing bowl, combine the potatoes, shredded cod, onion, parsley, garlic, pepper, and egg yolks. Sprinkle the flour over the mixture and combine.
