Sift the icing sugar and cocoa into a bowl. Measure the muscovado sugar, butter and water into a small pan and stir over low heat until dissolved, then bring to the boil. Remove from the heat, cool for half a minute then pour on to the sugar / cocoa mixture and beat until smooth. Pour the frosting over the cake, allowing it to trickle down the sides.
