To make the pastry, combine the butter, flour, and sugar in a food processor and process until the mixture resembles coarse crumbs. Alternatively, put the ingredients in a mixing bowl and combine them with your fingertips. Add sufficient of the water to bind into a dough, form it into a ball, and refrigerate for 1 hour.
