Method

Heat the butter and oil in a heavy-based saucepan and saute the onion, celery and peppers until soft but not coloured. Add the garlic and cook for a further 2 minutes. Now add the flour and stir it round for a minute or so until it is well incorporated. Take the pan off the heat and add the milk little by little, stirring as you do so.
