Sift the flour, salt, and baking powder into a bowl. Rub in the butter with the fingertips until the mixture is crumbly. Add the carrot, and enough cold water to make a fairly stiff dough. Turn out onto a floured board and knead lightly. Form into balls about 1½ inches in diameter. Drop them into soup and simmer for 15 minutes, or cook separately in boiling salted water.
