To make the crust, cook the potatoes in boiling salted water for 20 to 25 minutes, until tender. While the potatoes are cooking, stir the yeast and sugar into the water and let stand about 15 minutes, until the top is foamy. (If the yeast doesn’t foam, it’s dead or the water was too hot or cool. Start over with fresh yeast.)
