Mix all the ingredients except the 4 tablespoons oil in a heatproof jug (4-cup Pyrex measure).
Heat the oil until almost smoking. Pour it in a thin stream over the mixture, and stir immediately. Let it stand for about 15 minutes, then pour neatly over the cold noodles.
