Break the peppers into quarters, discarding the seeds. Steam or simmer the beans in sherry to cover. This causes the beans to swell and the flavour to come out. Chop the beans finely (the remainder may be kept in a sealed jar in the refrigerator). Mix 1 level tablespoon chopped beans with the oil, spring onions, soy sauce and salt, and reserve.
