These pancakes are made with dosa batter, usually after the batter has aged a little to allow room for it to ferment and get fairly sour. For oothapams, I sometimes like to substitute half or all the dosa batter with a mixture of brown rice and regular rice, or even brown rice and quinoa. I have found that this substitution works especially well for these oothapams and the dosas.
