In a small saucepan, stir together sugar, cream of tartar, and 1 cup water until sugar is completely moistened. Wipe the sides of the pot with a wet pastry brush or paper towel to remove sugar crystals. Cover and bring to a simmer over medium heat. Simmer, covered, for 2 minutes without stirring.
