Sift together 2 c. flour, 3 tsp. baking powder and 1 tsp. salt. Add ¼ c. finely chopped parsley (or 3 tblsp. chopped chives). Cut in ½ c. shortening until mixture looks like coarse cornmeal. With fork mix in 1 c. milk to make a soft dough; stir as little as possible. Drop by spoonfuls onto chicken pieces. Simmer 10 minutes uncovered; cover and simmer 10 minutes longer. Serve at once.
