Melt butter in skillet; sauté green pepper, onions and celery until tender. Add tomatoes, salt, pepper, red pepper and water. Cover, cook about 10 minutes.
Combine flour and sugar; add enough water to make a smooth paste and stir into tomato mixture. Cook and stir until slightly thickened. Add shrimp and pea pods; cook until pea pods are tender, about 5 minutes.
