Melt 4 tblsp. butter or regular margarine over low heat. Add 4 tblsp. flour, blend together and add 2 c. milk, stirring constantly. Cook until thick and smooth. Add ¾ tsp. salt. To hasten cooking, heat 1 c. of milk and stir it in after blending in 1 cup cold milk.
