Mix sugar, dates and water, and cook over low heat until mixture thickens. Stir to prevent scorching. Set aside to cool.
Thoroughly mix butter and brown sugar. Beat until fluffy.
Stir flour, baking soda and salt together. Stir into the brown sugar-butter mixture. Add rolled oats and mix well. Divide in half and spread one part into greased 13 X 9 X 2" p
