Boil fish in enough water to cover. Cook until flaky. Drain fish and remove all bones if any. Peel potatoes and mash with fish. Add green onions, white pepper, parsley, milk, and beaten eggs. Mix well. Shape into balls, then with the palm of the hand flatten a bit. Dust all sides with flour.
Heat oil in heavy skillet. Place fish balls in hot oil and brown on both sides. Cook about 5 min
