Combine 1½ c. prepared biscuit mix and 3 tblsp. sugar. Add ½ c. milk to make soft dough. Roll ½" thick and cut with 3" biscuit cutter. Cut each round in half and arrange on top of cobbler, around edge and in center. Sprinkle tops of biscuits with 2 tblsp. sugar and 1½ tsp. grated orange peel.
