In a small saucepan, combine the oil and garlic over medium heat and bring to a gentle simmer, adjusting the heat as needed, until the garlic pieces caramelize to a light golden brown, 3–4 minutes. Do not let the garlic burn! Lightly caramelizing the garlic gives it a nice toasty, deep flavor. Remove from the heat and add the sage, immersing the leaves completely in the oil. Let cool completely
