In a skillet, sauté the garlic and fresh chiles in the oil over medium-low heat until soft. If using chiles in oil, skip sautéing them. Let cool.
Using a stand mixer with the paddle attachment or a bowl with a spatula, mix together all the ingredients until airy and combined.
