I think in my childhood we would simply have called these taquitos. By the later 1970s tortillas rolled into cylinders around a filling and deep-fried had become very popular with U.S. audiences under the name of flautas (“flutes”). I made them a lot in the El Paso business, and they are one of the most popular items at Zarela and in my catering business.
