These kufta are light and delicious and make an irresistible appetizer by themselves, or a complete meal bathed in tahina sauce and served with rice. If fresh sardines are not available where you live, substitute mackerel or herring. For a milder taste, any firm white fish fillets will do.
First, clean each fish very carefully: Remove the guts and slice the fish so that it lies open on its back. Carefully remove the head by cracking it backward. Pull it back and remove the spine and the tail along with it. This will take care of the major bones. The smaller ones can be left in.
