Combine cocoa, sugar and water in top of double saucepan and cook over water, stirring, until smooth and thick. Stir in milk and vanilla essence; blend well and set aside to cool.
Cream butter and sugar. Beat in egg yolks one at a time; then beat in chocolate mixture. Sift flour and cornflour 3 times with baking soda and salt and beat into cake mixture.
