Method
Score the flank steak on both sides as shown in Preparing the Meat, Step 1
. Arrange in a nonreactive baking dish just large enough to hold it.
Place the garlic, ginger, scallion whites, chiles, and sugar in a large nonreactive mixing bowl and mash to a paste with the back of a spoon. Add the soy sauce, lime juice, sesame
