In a small saucepan, stir together the sugar and water until all the sugar is moistened. Bring the mixture to a rolling boil over medium-high heat, stirring constantly. Remove from the heat and cool completely. Transfer it to a heatproof glass measure and stir in the vanilla. Add water to equal ½
