This seasoning paste serves as the basis for the Sweet-and-Sour Sauce, which is the best dip for the Shrimp Satay. Vietnamese chili-garlic paste, sold in most Asian markets, is a decent substitute, although it does contain preservatives.
If you can’t find “finger” chiles—which are not super-hot—mix small jalapenos or Thai chiles with sweet bell peppers to achieve a moderate but assertive level of heat.
