Heat the butter in the pan and fry the onions for 3-4 minutes until golden. Add the minced meat and peppers. Fry for 8-10 minutes until the meat absorbs its own juice; add salt, and continue to cook, turning over the contents of the pan for 2 minutes. Add the tomatoes, parsley and water.
