Put the meat in a bowl, grate the onions over it, mix in the parsley and seasonings and knead for 5 minutes. Divide into equal portions the size of an egg, roll and flatten into oval köfte.
To make the sauce, melt the cooking fat or butter in a pan, add the tomatoes and stir for 1 minute. Add the garlic, bay leaf, salt and water, cover the pan, bring to the boil and remove from the heat
