Skin the liver, cut in small cubes, wash and drain thoroughly. Sprinkle on the red pepper, spread the flour on a flat dish, and coat the chopped liver on all sides. (To get rid of excess flour put the liver in a sieve and shake.) Heat the oil and fry for 2 minutes.
