Preheat oven to moderate (350°F.).
Remove the skin and bones from the fish and cut the fish into serving pieces.
Blend the flour, salt, pepper, nutmeg and butter together in a small pan. Gradually stir in the milk and bring to a boil, stirring. Add the cheese and Worcestershire.
Combine the spinach with half of the sauce and spread in the bottom of a well-greased shallow baking dish.
Arrange the fish over the top of the spinach. Pour remaining sauce over the fish. Sprinkle with paprika and bake for about twenty-five minutes, or until the fish flakes easily when tested with a fork.
