Preheat oven to moderate (375°F.).
Sift together the baking powder, salt, flour and cocoa. Set aside. Mix together butter, spices and vanilla. Blend in sugar. Beat in egg. Gradually stir in flour mixture.
Shape dough into one-inch balls. Place one and one-half inches apart on greased cookie sheets Flatten to one-quarter-inch thickness. Bake for twelve minutes. Cool on a rack. Frost, if desired.
