Seed, devein and dice rocotos. Place in a large bowl of water with sugar and vinegar. Soak for 5 minutes. Drain and rinse well in 2 changes of water. Add vegetable oil, lime juice, chopped scallions and salt and pepper to taste. Mix well and serve as a condiment.
