Sold as street food throughout Puerto Rico and elsewhere in the Caribbean, these hard-to-resist, shallow-fried fritters are filled with a boldly flavored ground beef mixture that is seasoned with homemade or bottled sofrito, diced pimiento, chopped Spanish olives, and a coriander and annatto seasoning mix. The dough that surrounds the meat filling is made from finely grated plantains and malanga mashed together with a little salt. I found it helpful to wear disposable surgical gloves
