Method

In a food processor, combine the mustard, garlic, and lemon zest and juice and pulse until the garlic is finely chopped. With the motor running, stream in the oil and continue processing until a paste forms, stopping to scrape down the sides of the bowl if needed. Transfer the mixture to a bowl, add the mayonnaise and pepper, and mix well. Refrigerate immediately.
