Divide the turnip, carrot, leeks and sea bass into thirds. Season with salt and pepper. Layer first third of turnips, carrots, leeks and sea bass. Repeat two more times to make 3 layers and then top with mushroom fan.
Sprinkle the chicken stock and rice wine on top, season, and drizzle the sesame oil around the plate. Steam for 8 minutes and serve.
