Swedish pearl sugar can be found in most supermarkets in the bakingsection oryou can sprinkle the buns with granulated sugar. Especially for these buns, I recommend grinding fresh cardamom seeds for their unique flavor. All of the Scandinavian countries have a version of these.
Combine the milk, sugar, butter and salt in a medium saucepan and heat over medium heat until small bubbles form on the side of the pan, about 2 to 3 minutes. Remove from the heat and cool to 115° F.
