Try to use a variety of fish heads or any of the less expensive fish. You can even make a fish broth using the shells of two pounds of shrimp; nothing is wasted!
Heat the olive oil, add the garlic and sauté until it barely begins to color. Add the parsley, stir, then add the tomato sauce, the fish heads, and enough water to cover plus 2 inches (about 8½ cups).
