Picadillo is Spanish for a chopped mixture, usually with chopped beef as the central ingredient: compared to the gringo picadillo, or hamburger, this is one spicy meatball (actually, picadillos are not shaped but come to the table resembling our sloppy Joe). Within Latin America, there are a great many variations on the basic idea. This one comes from the Bolivian Andes, birthplace of the potato. So it should not be surprising that the Bolivian picadillo puts the
