In a bowl, whisk together the masa harina, flour, baking powder, and salt. Using your fingertips, rub the butter into the flour mixture until finely crumbled. Add the milk and cilantro and stir gently until the dough comes together. (If the dough seems dry, add a little more milk, 1 teaspoon at a time.)
