Ingredients: ½ cup strained orange juice; freshly ground white pepper, to taste; 12 x 100 g whiting fillets,* skin on, bones removed; 2 tablespoons roughly chopped flat-leaf parsley leaves; 1 tablespoon roughly chopped basil leaves; 1 tablespoon snipped chives; 2 teaspoons roughly chopped French tarragon leaves; 1 orange, cut into 12 thin slices; 3 leeks, white part only, washed well and sliced; 2 sticks celery, sliced; 1 large carrot, cut into thin strips; 1 teaspoon coriander seeds, ground; 3 cloves garlic, chopped; salt, to taste; 1 teaspoon fennel seeds, ground; 1 cup extra-virgin olive oil
