Individual schools manage scheduling, safety, cleanliness, noise level, and appearance of lunchrooms. This broad range of responsibilities contributes in large part to the meal program’s bad reputation. For example, some overtaxed facilities give children less than ten minutes to eat or allow students to take additional classes during lunch or to leave school early, and hungry.
