Flour Wand or Dredger

This device is essentially a coiled oblong spring with a handle that, when expanded, picks up flour and, when waved over the dough or counter, dispenses a fine dusting of flour over it. Alternatively, a dredger (a container with holes in the top) works well for the same purpose.
