Place all ingredients and 1.25 litres (5 cups) water in a large saucepan. Bring to a boil over medium heat. Reduce the heat to low and simmer for 10 minutes. Set aside for 1 hour to cool to room temperature and develop the flavours.
Strain liquid through a fine sieve set over a bowl. Discard the solids.
