Method

Pour the simple syrup and ice water into a glass. Stir to mix. Float the rum on top by tilting the glass a little and trickling the rum down the side. Trickle the bitters down the side in the same way. Sprinkle the surface with the cinnamon and gently lay the lime rind on top.
