Slice half of strawberries (1½ c.). Place in bowl and add sugar. Cut remaining berries in lengthwise halves.
Stir jelly in small pan over medium heat until it melts. Add food color to deepen color.
Assemble tarts shortly before serving. Spoon about 3 tblsp. sliced berries into each baked tart shell. Top with berry halves. Spoon on melted jelly and garni
