Method

Fry the bacon until crisp in a medium pot. Remove the bacon, leaving the grease in the pot. Add the oil, onion, and bell pepper, and Stir-fry until the onion is clear. Remove the onion and bell pepper, leaving the oil and grease. Brown the flour in the oil and grease, then return the bacon, onion, and bell pepper to the pot. Add the water, season to taste with salt and pepper, bring to a boil,
