Method

Chop the onion to a small dice size. In a medium pan with a lid, sauté the rice and onions for 3 minutes. In a small bowl, mix the dry spice ingredients, and then combine with the rice mixture. Add the milk, chicken broth, and salt and pepper. Bring the rice to a boil, then reduce heat to low, cover, and cook for 20 minutes. Mix the raisins with the rice mixture.
