These are a type of fried sweet biscuit, flavoured with cardamom. Made using basic ingredients and equipment, khajoor is simple and rustic fare, traditionally made in the countryside of Afghanistan. My mother remembers eating them when visiting family or friends in the rural province of Laghman.
Whisk the flours, sugar and cardamom in a bowl to combine. Add the butter and oil, and rub in with your hands until the mixture resembles breadcrumbs.
In a separate bowl, whisk the eggs and milk until frothy. Add the egg mixture to the flour mixture, mix with your hands to combine and knead to form a sticky ball of dough. Cover with a tea towel and set aside at room temperature for 10 m
