Here’s a recipe for one of my favorite canapés at Bar Bergara in San Sebastián. This colorful, savory confection includes green and red bell peppers, as well as two kinds of anchovies, regular brown ones and vinegar-pickled white boquerones. Also featuring potatoes and eggs, the canapés are filling enough for a light mid-day meal. If you can’t find boquerones, use all brown anchovies; the canapés will still have plenty of color.
