Brown the meat in butter. Add water and simmer. When tender, remove from kettle. Make opening in meat. Slice lemon very thin and place in opening. Mix remaining ingredients and cover lemon slices. Roll and tie with thread. Return to kettle and cook slowly for 30 minutes. Sift flour over meat and pour 2 tablespoons of cream into sauce. Cook until flour, cream and sauce are well blended.
