Though rolled cookies may be as fragile and tender as any other type of cookie, sometimes they fall short of being as delicate as they might. The reason is simple—bakers often fear that delicate doughs may stick while being rolled and are consequently too generous with the flour both on the work surface and on the dough. Also cookies, cut into shapes—whether they be round or novelty shapes—generate scraps. Rerolling the scraps may also toughen them somewhat, though it doesn’t have to.
